Jubilee Park (behind the cricket pavilion) to any southern
route.

It was agreed that
the request did not meet any of the "exception" criteria because
the proposed new housing development which was likely to lead to an
increase in the number of pupils on roll at the St Andrew's CE
Primary School were unlikely to use the DMMO 389 route

Planning application
approved by District Council which showed that the erection of a
double garage could affect the route of the alleged footpath. Also,
the District Council's advice that "in the event that the DMMO was
approved and a PROW designated before the development started, it
would be possible for the applicant to apply to the District
Council to make an amendment to the planning permission to move the
position of the garage so that the PROW would not be
obstructed"
