Billinghay, High Street and Bridge Street/Queen Street junction - proposed waiting restrictions pdf icon PDF 115 KB

A report was received which invited the Committee to consider an objection received to the proposed waiting restrictions in Billinghay, High Street and Bridge Street/Queen Street junction.

 

The Senior Traffic Engineer introduced the report and shared a presentation which detailed the areas under consideration.

 

It was clarified that the one objection related to the proposed restrictions on the High Street, which stated that congestion did not occur except when High Street was used by large vehicles which should use alternative routes.  Concerns regarding displaced parking had also been raised.

 

Members supported the proposed restrictions and commented that they would make the area safer an also alleviate congestion.

 

On a motion proposed by Councillor T R Ashton, and seconded by Councillor N H Pepper, it was:

 

RESOLVED (unanimous)

 

That the objection be overruled and the proposals, as advertised, be approved.

A report was received which invited the Committee to consider an objection received to proposals to introduce permit parking bays on New Cross Road and Rutland Terrace, Stamford.

 

The Senior Traffic Engineer introduced the report and shared a presentation which detailed the areas under consideration.

 

On a motion proposed by Councillor R P H Reid, and seconded by Councillor C L E Vernon, it was:-

 

RESOLVED (unanimous)

 

That the objection be overruled and the proposals as advertised be approved.

North Hykeham, Meadow Lane - proposed 40mph speed limit pdf icon PDF 889 KB

A report was received which invited the Committee to consider a proposal to reduce the existing national speed limit on Meadow Lane to 40mph, as shown at Appendix B to the report.  Investigations had indicated that this site may be considered as a Borderline Case, as defined within the Council’s Speed Limit Policy.

 

The Senior Traffic Engineer introduced the report and shared a presentation which detailed the area under consideration.

 

Councillor T J G Dyer was in attendance as the local member for Waddington and Hykeham East and spoke in support of the proposed reduction.  He accepted that the proposal was not universally popular within the area, but believed that the County Council had a duty to keep the roads as safe as possible.

 

A number of members commented that they were familiar with the location and supported the recommendation as it was a narrow and very busy road.

 

It was queried whether the accidents mentioned within the report were all speed related.  Officers advised that this data wasn’t categorised for the purpose of the policy, but the breakdown of accident data could be obtained from the Lincolnshire Road Safety Partnership.

 

On a motion proposed by Councillor P A Skinner, seconded by Councillor T R Ashton, it was:

 

RESOLVED (unanimous)

 

That the reduction in speed limit be approved so that necessary consultation process to bring it into effect may be pursued.
