(This item has been raised by Chris Padley and Councillor James Cairns. To discuss closure of foot crossing at Suggitt’s Lane Cleethorpes. Network Rail is closing this important foot crossing which gives access to the beach in Cleethorpes, claiming that there are not public rights of way across it)

When planning permission is sought on land for development, should the only consideration be "is it legal?" Or should other considerations be made?

She asks whether other matters should be taken into consideration when planning permission was being sought for development, e.g. Archaeology, Bronze Age, Iron Age, Medieval, designated Area of Outstanding Natural Beauty, protected habitats or Rights of Way crossing the site. Other members may feel other parameters should be considered?)
