Motions on Notice Submitted in accordance with the Council's Constitution

Minutes:

To allow one debate on the motion and any proposed amendments, it was moved and seconded that:

 

RESOLVED

 

            That under paragraph 21.1 of the Council Procedure Rules of the Council's Constitution, procedure rules 13.6 (b), 13.6 (c), 13.6 (d), 13.6 (e) and 13.10 (b) be temporarily suspended.

It was moved and seconded that:

 

PREAMBLE

 

This council notes that

  • The Intergovernmental Panel on Climate Change (IPCC) in their October 2018 report stated that if the planet wants to avert dangerous climate breakdown, we need to cut emissions by half by 2030, and hit zero by the middle of the century.
  • To date 59 English and Welsh Local Authorities have declared a Climate Emergency and adopted policies to reduce carbon emissions. Those councils include Cornwall, Devon, Durham, Herefordshire, Oxfordshire, Somerset, Suffolk and Wiltshire. 43 councils have made a commitment to becoming carbon neutral by 2030 recognising the need for urgent action by local government.
  • Between 2008/9 and 2017/18 Lincolnshire County Council (LCC) reduced Green House Gas emissions from 81,094 tonnes of CO2 to 49,869 tonnes. 
  • The recently adopted Carbon Management Plan 3 states that LCC will reduce the carbon emissions from our activities by 20%, from a 2016/17 baseline of 28,679 tonnes CO2e by 2023.
  • There is currently no LCC plan in place which sets a long term aim for the council to become, or work towards becoming, carbon neutral by a specific date. 

 

MOTION

This council therefore

  1. Commits to declaring a 'Climate  Emergency',
  2. Calls on the Executive to make the council's activities carbon neutral  by 2030,
  3. Commits to working  in partnership with District, Town and Parish  Councils in Lincolnshire, local organisations, businesses and community groups with the aim of  making Lincolnshire carbon neutral within the same time scale, and
  4. Calls on central government to provide the necessary powers and resources to make possible the 2030 target,
  5. Receives an update at the December 2019 full council meeting with the details of actions taken and with an action plan, including annual reviews,  for the 10 year period from 2020-2030 to tackle this Climate Emergency 

 

An amendment was moved and seconded as follows:

 

This Council therefore

 

1.    Notes the progress this Council has made in reducing carbon emissions in response to climate issues,

2.    Notes the declaration of a 'Climate Emergency'

3.    Commits to make the Council's activities carbon neutral by 2050,

4.    Commits to working in partnership with, but not exclusively, the LGA, District, Town and Parish Councils in Lincolnshire, local organisations, businesses and community groups with the aim of making Lincolnshire carbon neutral within the same time scale,

5.    Calls on central government to provide the necessary powers and resources to make possible the 2050 target, and

6.    Receives an update at the December 2019 full council meeting with the details of actions taken and with an action plan, including annual reviews, for the 10 year period from 2020-2030.

 

Upon being put to the vote the amendment was carried.
