Decisions

That approval be given to:-

(1)  the increase to the Foster Care Rates by 2% for 2019/20.

(2)  the introduction of an annual retention payment for all foster carers who complete the relevant training and have a successful annual review, as set out in Option 2 in the report.

That approval be given to the award of a main contract for the A15/A158 Wragby Road, Lincoln, Primary Route Network resurfacing scheme.

That approval be given to the award of a main contract for the A1500 Tillbridge Lane, Sturton by Stow resurfacing scheme.

(1)  That approval be given in principle to the establishment of a company wholly owned by the County Council with the object of the company being licensed by the Solicitors Regulation Authority for the purpose of providing legal advice and services.

(2)  That the final form and constitution of the company and the terms of any accompanying legal documentation, including the provision of financial support to the company and the nomination of any directors of the company, be the subject of a report to be presented to the Overview and Scrutiny Management Board, prior to final approval by the Executive.

That the draft version of the Joint Flood Risk and Water Management Strategy 2019 – 2050, as detailed at Appendix A to the report, be approved for public consultation.

(1)  That the draft Procurement Strategy 2019 – 2022, as attached at Appendix A to the report, be approved in principle, subject to the amendments and clarifications suggested at the meeting being made.

(2)  That the amended Procurement Strategy 2019 – 2022 be submitted to the Leader of the Council for final approval.

That Committee "A's" (Religious and religious denominations in the area (other than Church of England) nomination of Claire Simons, from the Salvation Army, to fill a vacancy on Committee "A", on SACRE, following the resignation of Neville McFarlane, be approved.

That the IMT High Level Strategy 2019-2022, as detailed at Appendix A to the report, be approved.

(1)  That approval be given to a reduction in the number of Local Access Forums covering the Lincolnshire area to one, in the form of a Joint Local Access Forum with North East Lincolnshire Council covering the whole of the administrative areas of Lincolnshire County Council and North East Lincolnshire Council;

(2)  in order to give effect to the above arrangements approval be given to:-

a)    the giving of notice under regulation 18(2) of the Local Access Forums (England) Regulations 2007 to the South Lincolnshire and Rutland Joint Local Access Forum and Rutland County Council terminating the functions of the said Joint Local Access Forum in respect of Lincolnshire County Council's area; and

b)    the giving of notice under regulation 16(1) of the Local Access Forums (England) Regulations 2007 to the Mid-Lincolnshire Joint Local Access Forum to change the area for which the said Forum is established so that the Forum exercises its functions in respect of an additional area, namely the area of Lincolnshire County Council's administrative area previously covered by the South Lincolnshire and Rutland Joint Local Access Forum; and

c)     the authorising of the Interim Executive Director of Place to determine the final form and the timing of the said notices and to take all steps necessary to give effect to the above arrangements.

That the Executive Director approves:

  (1)        that the contracts for paper and general office supplies are amalgamated, and re-procured as one contract with a 4+2 years duration and the Council awards a contract to Banner through Lot 1 of the Dartford Framework;

  (2)        that next day delivery is only used by exception, and the majority of orders are placed on a weekly schedule;

  (3)        that the Council continues to purchase the Steinbeis recycled paper;

  (4)        that pictures are loaded into BWOn! for the 75 most commonly used items;

  (5)        that the need for a punch-out is considered as a requirement within the BWOn! rebuild project.
