Reason for urgency:
The decision relates to the purchase of land by the Council under a right to purchase contained in an existing lease. Under the lease, the Council must give notice of its wish to purchase not later than 28 June 2018. Publication of the intention to take the decision on the Forward Plan is therefore not practicable because to do so would mean this deadline could not be met and the opportunity to purchase under the right of pre-emption would be lost.
