Reason for urgency:
The reason for urgency in this instance is that the Council's existing contractor Mid-UK Recycling Limited has gone into administration. Mixed dry recyclates are not currently being collected from the Council's Waste Transfer Stations which as a result are either at or will by the end of Friday, 14 June 2019 be at capacity and therefore unable to take further deliveries with a corresponding impact on collections. This does not allow sufficient time for compliance with Rule 16 (General Exception) of the Access to Information Procedure Rules.
