The Committee received a report in connection with objections received to a new waiting restriction proposed at Wragby Road, Lincoln, as part of the forthcoming highway improvement programmed for Wragby Road and Bunkers Hill, Lincoln.

 

The report outlined the proposals and the comments of officers on the objections received.

 

The Committee welcomed the proposals in particular the filter lanes which would help the flow of traffic and in the long run would be of benefit when the Lincoln Eastern Bypass was built.

 

On a motion by Councillor D Brailsford, seconded by Councillor L A Cawrey, it was -

 

RESOLVED (11 votes for and 0 votes against)

 

That the objections be overruled and the Order be confirmed as amended following the consultation stage.

Since the despatch of the report the following responses to consultation had been received as follows:-

 

Dr Caroline Johnson MP – forwarded comments and concerns from local residents regarding the application as follows:-

 

·         has been and continues to be concerned about the site and Council's decision making process;

·         residents remain concerned about Council's consistency in consideration of previous application and the conditions previously felt necessary to impose; and

·         questions the reasons for the need to remove the condition and questions what has changed over recent months to justify the relaxation of this condition.

 

Officers stated that the main concern of residents was about the length of time the proposed lights would remain on and this was no longer an issue as the lights would only respond to motion. The Committee's attention was drawn to photographs of light spillage and officers confirmed that the new lighting was required for health and safety purposes during the winter months.

 

On a motion by Councillor L A Cawrey, seconded by Councillor N H Pepper, it was -

 

RESOLVED (unanimous)

 

That planning permission be granted subject to the conditions detailed in the report.

Construction of a 60m diameter roundabout along with associated realignment and improvement works to the existing A46 Dunholme/ Welton junction including new landscaping, drainage and lighting proposals and the stopping up of part of Lincoln Road and diversion of a Public Right of Way - Land at the junction of the A46 and Lincoln Road, Dunholme - 137007 pdf icon PDF 847 KB

(Note: Councillor I G Fleetwood requested that a note should be made in the minutes that he was the Chairman of the Planning Committee at West Lindsey District Council and he was aware of the S.106 Agreements).

 

Matt Fairweather, representing the applicant, commented as follows:-

 

·         The Council sought planning permission for a number of reasons including the need to improve safety; to reduce congestion and to improve the junction because of future housing growth in Dunholme and Welton and its impact on increased traffic.

·         There was a need to improve the accident record at this junction which showed that there had been 30 injury accidents recorded by the Lincolnshire Road Safety Partnership and 400 unrecorded accidents (many of these recorded by CCTV at the garage located near the junction) at this junction in recent years.

·         It was proposed to improve visibility on the approach to the junction particularly from the east to meet Department of Transport standards.

·         The proposed improvements to the junction took account of future economic growth for the next fifteen years which was the maximum length of time that could be planned for as demanded by the Department of Transport.

 

Comments by the Committee included:-

 

·         Was it proposed to install signage warning motorists about the roundabout particularly on the approach from Grimsby as one of the issues was motorists currently approaching this junction too fast? Officers stated that it was proposed to install signage at the correct distance to warn motorists of the roundabout.

·         Owing to the increase in traffic at this junction due to new developments was the Council able to get a S.106 Agreement from developers to make a contribution to the cost of the roundabout? Officers stated that S.106 Agreements and the National Product Investment Fund would substantially fund the project.

·         Who would be responsible for the riparian drainage associated with the scheme? Officers stated that the Internal Drainage Board was responsible for ensuring that the landowner kept the riparian drain clear.

 

On a motion by Councillor I G Fleetwood, seconded by Councillor L A Cawrey, it was -

 

RESOLVED (unanimous)
