The Chairman advised the Board that a letter had been sent to Dr Kevin Hill former Vice-Chairman thanking him for his invaluable support to the Lincolnshire Health and Wellbeing Board.

 

The Chairman advised further that as a result of Covid-19, the Local Government Association (LGA) had made an offer of help to existing Health and Wellbeing Board's to help them refresh their membership and reset their priorities.  The Chairman advised further that the offer of a facilitator from the LGA had been accepted and that Alison Christie, Programme Manager would the collating the Board's response.  It was noted that the matter would be considered further at the September meeting.

NHS Lincolnshire CCG Update

(To receive a verbal update from John Turner, Chief Executive, on the new CCG arrangements in Lincolnshire)

Minutes:

 

The Chairman invited John Turner, Chief Executive, Lincolnshire Clinical Commissioning Group (LCCG) to provide the Board with an update on the new Clinical Commissioning Group arrangements in Lincolnshire.

 

In his update to the Board, the Chief Executive firstly expressed thanks to colleagues, care staff, and members of the public for their continuing support to health colleagues in helping to tackle the pandemic.

 

The Board was advised that the new CCG for Lincolnshire had been established with effect from 1 April 2020.  It was noted that the merger of the four former CCGs into a new Lincolnshire CCG had not directly affected front line service provision.  It was noted further that CCGs were responsible for the commissioning of most health services, including mental health services, urgent and emergency care, elective hospital services and community care.

 

The Board noted that the CCG Board (formally referred to as the governing body) comprised of:

 

·               The Chair

·               The Chief Executive

·               Director of Finance

·               Director of Nursing

·               Secondary Care Doctor

·               Seven Non-Executive Directors

·               Four Locality Clinical Leads; and

·               Two Primary Care Leads '

 

The Board noted that further details were available on the Lincolnshire CCG website. 

 

It was highlighted that the new organisation had a budget of £1.25 billion; and that as one CCG, its boundaries were consistent with that of the County Council.

 

The Board was advised that the Lincolnshire CCG's goal was to ensure that everyone living in Lincolnshire had the best possible health and wellbeing they could, and that this would be achieved by working alongside other health care partners. 

 

The Board was advised to do this, the vision was to deliver the ambitions identified in the NHS Long Term Plan, working with partners both in local and district councils, partners across the voluntary sector; and the people of Lincolnshire, to improve the quality and experience of services to enable the population of Lincolnshire to live happier and healthy lives; and to reduce the health inequalities that currently existed across the county.

 

Particular reference was made to the stronger working relationships that existed with partners in Lincolnshire, and that these had become more evident over the last few months.

The Board was advised that discussions were currently underway to identify ways to reset the NHS to get non-Covid-19 related services resumed.

 

During discussion, the following comments were raised:-

 

·               Praise was extended to all joint working arrangements in Lincolnshire, in responding to Covid-19;

·               Some concern was expressed to the fact that some relatives had not been able to keep in touch with their loved ones in hospital.  The Board was advised that it had been difficult across all sites for staff to manage patient's illness and health and wellbeing.  It was however noted that there had been a wealth of volunteers passing messages through to patients; and that some patients had embraced technology by using iPads and zoom.  It was agreed that the particular concern raised would be looked at outside of the meeting;

The Chairman invited Sarah Fletcher, Chief Executive of HWLincs to introduce the report relating to the Healthwatch Lincolnshire Covid-19 Barometer Campaign.

 

The Board noted that under the Health and Social Care Act 2012, Healthwatch was required to engage with the general public as to their experience of heath and care services.  It was noted further that HWLincs held the contract to deliver the Healthwatch services in Lincolnshire.  It was highlighted that until mid-March this had been conducted predominantly by face to face contact.  With the outbreak of Covid-19, processes had been re-evaluated; and to ensure that the statutory requirements were continued to be met, this had resulted in the launch of more digital engagement, hence the planned 13 week survey, to see what the impact of Covid-19 was having on Lincolnshire's resident's health and wellbeing.

 

An overall summary of the responses received so far were detailed on page 24 of the report.  It was highlighted that above all else there was a concern for those who were vulnerable and weak; and there was an element of frustration expressed at mixed and negative messages being given out through fake news, media and government sources.

 

Attached at Appendix A to the report was a copy of a presentation which provided details of the summary of findings.  Particular reference was made to Q5.  Do you feel that you or your loved ones quality of care (not related to Covid-19) is being affected negatively? The Board was advised that some patients had received cancellation of subsequent appointments.  Some had been discharged from hospital, but had been unable to go home as there had been insufficient carers available to restart the care package.  Also highlighted was the difficulties some patients were having getting a GP appointment.

 

The Board also noted the hidden and long term impact on the mental health of NHS and care staff across the county; the bereaved; the lonely, particularly older people who had been in lock down; for those that were stressed; for those home schooling; for those furloughing; and for the uncertain economic future for all in Lincolnshire.

 

It was highlighted that although there had been some challenges and that these would be continuing for a while yet; there had been some positive outcomes which needed to be built on.  These included community activism; movement of volunteerism; having to plan and work differently to ensure that services were provided; having to network and engage differently and looking at priorities post Covid-19.  Reference was also made to the lessons learnt from the Lincolnshire Resilience Forum and from National Best Practice.

 

During discussion, the following points were raised:-

 

·               The need for the Lincolnshire Health and Wellbeing Board to use some of the evidence gathered to inform priorities going forward;

·               Whether there was link into the Lincolnshire Resilience Forum.  Reassurance was given that HWLincs was working with the Lincolnshire Resilience Forum and district councils; and

The Board gave consideration to the Lincolnshire Health and Wellbeing Board Forward Plan from June 2020 to December 2020.  The Programme Manager highlighted that the work over the summer on the 'Reset of the Board' might impact on the Plan presented.

 

It was highlighted further that the Board needed to incorporate what had been learnt from Covid-19 with regard to points raised earlier in the agenda relating to health inequalities; the importance of volunteers and the mental health challenges.  Reassurance was given by the Chairman that part of the reset of the Board would take into consideration such factors, and also look at raising the profile of the Lincolnshire Health and Wellbeing Board to residents.
