Reason for urgency:
In this instance is that contracts with the Secretary of State for Health and Social Care and with Serco Limited are required urgently for the provision of a community coronavirus testing programme to assist the response to coronavirus within the county due to commence on 11 January 2021. Delays in obtaining approval for the contracts will delay the point at which the necessary arrangements can be made and thereby the point at which testing can commence.
