Consideration was given to a report which detailed a request for a reduction of the existing 40mph speed limit on the B1188, Blankney, to be reduced to 30mph.  Investigations had indicated that the above location may be considered a ‘Borderline Case’, as defined in the Council’s speed limit policy.

 

The Programme Leader: Traffic introduced the report and shared a presentation which detailed the area under consideration.

 

On a motion proposed by Councillor I G Fleetwood and seconded by Councillor I D Carrington, it was

 

RESOLVED (unanimous)

 

That the reduction in speed limit be approved so that the necessary consultation process to bring it into effect may be pursued.

A report was received which invited the Committee to consider objections to a proposal for a traffic regulation order to introduce waiting restrictions at Stonepit Lane and School Lane, Marston.

 

The Programme Leader: Traffic introduced the report and shared a presentation which detailed the areas under consideration.

 

On a motion proposed by Councillor I G Fleetwood and seconded by Councillor P A Skinner, it was

 

RESOLVED (unanimous)

 

That the remaining objection be overruled and that the order, to include the minor modification proposed, be introduced.

A report was presented which considered objections received to the proposed waiting restrictions at Belle Vue Terrace, Lincoln.

 

The Programme Leader: Traffic introduced the report and shared a presentation which detailed the areas under consideration.  It was noted that a petition containing 27 signatures and detailing reasons objecting to this proposal had been received.  However, officers advised that introducing these restrictions would protect access for the residents of these properties.  It was also highlighted that the road was quite narrow at this point, and so the restrictions would improve traffic flow in the area.

 

During discussion concerns were raised regarding the impact on blue badge holders, and where the objections had been received from.  It was confirmed that the objections had been received from residents on Belle Vue Terrace (but not the houses immediately adjacent to the proposed waiting restrictions).

 

On a motion proposed by Councillor I G Fleetwood and seconded by Councillor T J N Smith, it was

 

RESOLVED (Unanimous)

 

That the objections be overruled and the proposals as advertised be approved.

Consideration was given to a report which detailed an objection to restriction on parking and stopping proposed at Croft Drive and Harrowby Road, as shown at Appendix B to the report.

 

The Programme Leader: Traffic introduced the report and shared a presentation which detailed the areas under consideration.

 

Councillor A N Stokes addressed the Committee as the local member for this area, and advised that he supported the proposal and the current situation was the basis for many of the complaints he received from residents.  He believed that this was the best solution for residents and did understand that an objection had been received, but the proposed restrictions would benefit many more people.

 

On a motion proposed by Councillor I G Fleetwood, and seconded by Councillor P A Skinner, it was

 

RESOLVED (unanimous)

 

That the objection be overruled, so that the Order, as advertised, may be introduced.

To vary condition 11 of planning permission S/049/01560/19 to allow construction traffic and HCV tankers to access the site via Hungram Lane rather than Edlington Road - Dyson Farming Ltd - (Agent: GP Planning Ltd) - S/049/0069/23 pdf icon PDF 1004 KB

Minutes:

Consideration was given to a report which sought planning permission to vary condition 11 of planning permission S/049/01560/19 to allow construction traffic and HCV tanker to access the site via Hungram lane rather than Edlington Road at Woodbecks Farm, Edlington Road, Edlington.

 

The Applications Manager introduced the report and shared a presentation which detailed the area under consideration.  He highlighted that no objections had been received, but there had been four representations made which raised concerns about vehicles accessing the A158 via Edlington Village and accessing the site via Wispinginton village.  However, it was commented that it was sensible for vehicles to enter Woodbecks Farm via the new access.  There was also a suggestion for a site visit to take place.  It was also noted that there had been no objection to this proposal from the Highways Officer.

 

On a motion by Councillor I G Fleetwood, and seconded by Councillor T N J Smith, it was

 

RESOLVED (Unanimous)
