Scrutiny Committee Work Programmes

(To receive a report which sets out the work programmes of the Adults and Community Wellbeing Scrutiny Committee and the Health Scrutiny Committee for Lincolnshire, in accordance with the Board's agreed programme)

 

Minutes:

Consideration was given to a report by the Chairman of the Adults and Community Wellbeing Scrutiny Committee, which provided an update on the recent work of the Committee and its future work programme, which was set out on pages 68 - 71. The Chairman of the Committee highlighted that the Committee had considered the pre-decision scrutiny item on the Extra Care Housing Development in Welton which represented a key development in supporting people to live independently for as long as possible, as well as highlighting the important work undertaken by the Lincolnshire Safeguarding Adults Board, which reported to the Committee on a six monthly basis. 

 

The Board was also advised that the sugars working group would be exploring the various work undertaken by the Local Government Association; further detail on the whole systems approach in the Council; and the Chairman’s findings following a post on the NHS futures website.  

 

A briefing session had been scheduled following the next Adults and Community Wellbeing Scrutiny Committee which would focus on the White Paper – People at the Heart of Care to provide a greater understanding on the impact of the White Paper to the Council and its residents. Following a discussion, it was agreed that the Chairman of the Adults and Community Wellbeing Scrutiny Committee discuss the possibility of holding a separate all Councillor briefing session on the White Paper as part of the Councillor Development Programme.

 

Consideration was given to a report by the Chairman of the Health Scrutiny Committee for Lincolnshire, which provided an update on the recent work of the Committee and its future work programme, as set out on pages 72 and 73 of the agenda pack.  It was noted that the Committee had received presentations on the plans for an orthopaedic centre of excellence at Grantham Hospital, including discussion on the transport links; the medical beds at Grantham Hospital, which were linked to the services provided at the proposed urgent treatment centre in Grantham and the Humber Acute Services Programme, of which the Committee would be finalising its response to the consultation at their meeting in January.

 

 The Committee would be providing a response  to the Lincolnshire Acute Services review by 31st January, which would be approved on 19th January. The Board was reminded that individual responses and any planned responses from district and local councils or community groups which had to be in by the 23rd December, when the public consultation closed.

 

In addition to the items already mentioned, the Committee’s preference was to separate the Lessons Learned item from the Lakeside Update, as the CQC was likely to report on Lakeside in February so this was more appropriate for the Committee’s February meeting.

 

The Committee was also keen to receive a report and presentation from the East Midlands Ambulance Service, for although the Committee received an update report in February this year, EMAS management had not attended the Committee since before the pandemic.   

 

Members of the Board raised concerns that all households had not been notified and consulted on the Acute Services review that was taking place.   The Board formally agreed that it would request that the Council’s Communications team send out a positive reminder to the press that that there was an imminent end date to the Acute Services Review in which all residents had an opportunity to respond.

 

RESOLVED

 

1.      That the Board's satisfaction be recorded with the activity undertaken since 30 September 2021 by:

 

                             (a) the Adults and Community Wellbeing Scrutiny Committee;

                             (b) the Health Scrutiny Committee for Lincolnshire

 

              2. That the Board's satisfaction be recorded with the planned work    programme of:

              (a) the Adults and Community Wellbeing Scrutiny Committee;

              (b) the Health Scrutiny Committee for Lincolnshire

              3.  That it the Council’s communications team send out a reminder to the press               that there was an imminent end date to the Acute Services Review in which all residents had an opportunity to respond.
